BCT to continue providing staff augmentation and program management services to Newark Housing Authority Newark, NJ – April 10, 2009 BCT Partners, a minority-owned consulting firm located in Newark, NJ, in partnership with Quadel Consulting Corporation of Washington, D.C. signed Option Year 1 contract with the Newark Housing Authority (NHA) to continue providing staff augmentation and program management services to NHA. Recent turnover of the previous Housing Choice Voucher (HCV) administration at NHA significantly affected their progress in achieving a satisfactory Section Eight Management Assessment Plan performance. Therefore, BCT is responsible for recruiting, interviewing, and indirectly managing ten full-time HCV staff and five or more temporary staff. In addition to the recruitment and placement of staff for the HCV department, BCT helps to manage full-time and temporary staff. BCT provides human resource support in decisions for performance reviews, performance support, and benefits management.
